The Secret Cow Level is an Act 1 secret area reached through a red portal opened in the Rogue Encampment by cubing Wirt's Leg with a Tome of Town Portal, once Baal is dead on that difficulty.
The Secret Cow Level belongs to the terror zone The Secret Cow Level. When it is terrorized in Hell, its monsters are 2 levels above your character, up to level 96, and give 25% more experience.
